The European Union will implement REACH Regulation Appendix XVII Item 72 on CMR Restricted Substances List for Textile and Footwear Products on 1 November, 2020.

 

On October 12, 2018, the European Commission issued Regulation (EU) 2018/1513, which is classified as carcinogenic, genetic mutation, and reproductive toxicity (CMR) Class 1A in Annex XVII of EU REACH Regulation (EC) No 1907/2006 Make provisions for the list of restricted substances in category 1B related to clothing and related accessories, textiles and footwear products that directly contact the skin. According to the regulations, these substances will be added to Article 72 of Appendix XVII, and Annex 12 will be added at the same time. The regulations will be implemented on November 1, 2020. The following are the main points of the amendment:

 

Restricted chemical substances apply to the following products for consumer use:

 

- Clothing or related accessories

- Under normal or reasonably foreseeable conditions of use, textiles other than clothing with a degree of contact with human skin similar to clothing (excluding "disposable textiles", ie designed for single use only or for a limited time, and It is not intended to be used for the same or similar purposes in subsequent use);

- Footwear.

 

However, these restricted substances do not apply to the following products:

 

Clothing, related accessories and footwear, or clothing, related accessories and footwear parts made only of natural leather, fur or leather;

Non-woven fasteners and non-woven decorative accessories;

Used clothing, related accessories, and textiles other than clothing and footwear;

Carpets and long carpets for indoor use, carpets covering all floors and textile floor coverings;

(EU) 2016/425 Personal protective clothing, related accessories, and textiles other than clothing or footwear within the scope of control;

(EU) 2017/745 Apparel and related accessories classified as medical devices within the scope of control, and textiles other than apparel or footwear.
